Rules of Procedure of the Chamber of Deputies: Article 178.1: The committees shall adopt, by absolute majority, the agenda and the dates on which [the public] may participate in the exchange of views at public meetings; this information shall be published through the Chamber’s media service. Article 179.1: As a general rule, meetings shall be open to the public where the physical, technical and security conditions so permit; those attending shall be considerate and respectful to others and shall be informed that failure to do so will result in their removal on the orders of the person chairing the meeting.

Film, audio and written records of closed parliamentary meetings are retained by the General Secretary of Parliamentary Services in the event that it becomes necessary to consult them (art. 296 (2) of the Rules of Procedure of the Senate).
Article 43 (1) of the Rules of Procedure of the Chamber of Deputies: Electronic, film, video, audio and written records of closed meetings shall be retained by the President in the event that it becomes necessary to consult them.

Articles 263-268 of the Regulations of the Chamber of Deputies establish the definition, functions, characteristics and registration of lobbyists.

Articles 298 and 299 of the Regulations of the Senate of the Republic, establishes the definition of lobbying and indicate that the commissions and Senators inform the Board of Directors in writing of the activities carried out before them by lobbyists in the promotion of their interests. It also establishes that Senators or support staff may not accept payments in cash or in-kind from lobbyists that could unlawfully influence Senate decisions.

The agreement of the Board of Directors by which the Register of Lobbyists of the Chamber of Senators is formed came into force in the first year of the LXV Legislature.

An agreement of the Board of Directors has also established the general rules regarding the procedure for the registration of lobbyists and lobbying activities carried out in the Chamber of Deputies, which commenced the LXIV Legislature in 2018.
