Article 138(5) of the Rules of Procedure of the Senate provides that, once the committees have agreed that one of their meetings will be open, an announcement to this effect shall be published in the Official Gazette, thereby officially establishing its openness.

A dedicated channel is one that is mainly about parliament, and is accessible free of charge to the general public. The channel might be owned by Parliament or a public or private company. Article 43 (1) of the Rules of Procedure of the Chamber of Deputies: Electronic, film, video, audio and written records of closed meetings shall be retained by the President in the event that it becomes necessary to consult them.
