The right to legislative initiative is attributed to the members of Parliament, the President of the Republic of Moldova, and the Government and the People’s Assembly of the autonomous territorial-unit of Găgăuzia (Constitution, Art. 73). Thus laws not initiated by the government or parliament are initiated by the other entities.
