Currently all members of the House of the People have been appointed by community elders based on the 4.5 formula to ensure all communities are represented. However, Article 47 of the Provisional Constitution stipulates that "the regulations concerning[...] elections at the Federal Government level[...] shall be defined in special laws enacted by the House of the People of the Federal Parliament of Somalia.The Provisional Constitution of Somalia outlines that the Federal Republic of Somalia should have a bicameral Parliament consisting of the House of the People (the lower house) with 275 members directly elected from constituencies and the upper house (senate) with 54 members, 3 members elected from each of the 18 regions of Somalia as recognized at 1991.
