As a general rule, access is limited to the media, but authorization may be permitted for others, on occasion. Additional restrictions are by agreement of the absolute majority of the Chamber; sessions of the Commission of the Statute of Deputies; investigative committee meetings except when holding comparative information (art. 64 of the Rules of the Congress of Deputies).

Access to information can be limited if there is a risk to national security, defense, international relations, public safety/security, the prevention and investigation of crimes, economic and business interests, professional secrets, intellectual and industrial property environmental protection, personal data. The application of the limits must be justified and proportional, and the corresponding resolution is made public.
