Notes
Upon the President declining to assent to a piece of legislation, the bill shall be returned to Parliament for it to be reconsidered and if passed again shall be forwarded to the President to provide his/her assent. Where the President returns the same bill twice and the bill is passed for the 3rd time with the support of at least two thirds of all Members of Parliament, the Speaker shall cause the copy of the bill to be laid before Parliament and the bill shall become law without the assent of the President. The procedure is very elaborate and is provided for in Article 91 of the Constitution of Republic of Uganda.
