If a bill is returned to the National Assembly by the President; is then supported in the National Assembly by not less than two-thirds of all Members of Parliament as provided in subarticle (3); and is resubmitted to the President for assent within six months of its being so returned, the President shall be obliged either to assent to the bill within 21 days of its being submitted to him or to dissolve Parliament.
