The channel might be owned by Parliament or a public or private company. Dedicated channels may be broadcast by parliament, government, or another broadcaster. They may be carried on television, radio or the Internet (webcasting).

A key element to ensure full access to information is the introduction of e-government and e-parliament. First steps to implement it are already completed: e-government started to operate and e-parliament will be launched in 2015-2016 as the measures necessary to ensure access to information. Constitution and other different law and regulations of the Republic of Kazakhstan cover Freedom of Information aspects. Implement the right of citizens to information and ensure information openness in Government and Parliament is under adoption of the Draft Law "On Access to Public Information", which is called in other countries as FOI. The Draft Law is under Lower Chamber consideration now.
