About the election

The size of the Electoral College (a body that elects half (20) of the members of the Federal National Council) remained small but increased from 337,738 in 2019 to 398,879 in 2023. About 55% of the Electoral College are young Emiratis aged between 21 and 40. Since there are no political parties, all candidates ran as independents. In the 2023 elections, hybrid remote and electronic voting was introduced (see note). As was the case in 2019, the 40-member Federal National Council achieved gender parity in accordance with the 2019 Presidential Decree No. (1), under which women are guaranteed a 50% quota.

Note:

Under the new voting system, if the same person, who has already voted remotely, casts another vote via the electronic voting system at a polling centre, only the last vote will be counted.
