About the election

The 2022 elections once again returned a fragmented House of Representatives with 14 parties sharing the 42 seats (28 members are elected from the Federation of Bosnia and Herzegovina and 14 from the Republika Srpska, RS). The largest party in each entity remained unchanged and retained the same number of seats as in the previous legislature: the Party of Democratic Action (SDA, led by Mr. Bakir Izetbegović, and in power since the end of the war in 1996) in the Federation of Bosnia and Herzegovina, and the Alliance of Independent Social Democrats (SNSD, led by Mr. Milorad Dodik) in the RS.
The country's executive branch consists of the tripartite presidency and the Prime Minister (Chairperson of the Council of Ministers). In the Bosniak presidency, Mr. Denis Bećirović defeated the incumbent president, Mr. Izetbegović (SDA). In the Croat presidency, the incumbent, President Zeljko Komsić (Democratic Front (DF) – Civic Alliance (GS)), defeated the outgoing Speaker of the House of Representatives, Ms. Borjana Krišto of the Croatian Democratic Union (HDZ). In the Serb presidency, Ms. Željka Cvijanović (SNSD), a close ally of the incumbent, President Dodik (see note), was declared elected after a vote recount demanded by the opposition. Ms. Cvijanović therefore became the first woman to assume the Serb presidency. She defeated Mr. Mirko Šarović (SDS List). The new tripartite presidency was sworn in on 16 November.
The SNSD, HDZ and the Social Democratic Party of Bosnia and Herzegovina (SDP) subsequently agreed to form a coalition government under Ms. Krišto (HDZ). On 22 December, the tripartite presidency appointed her as the Prime Minister (Chairwoman of the Council of Ministers). On 28 December, the House of Representatives confirmed Ms. Krišto’s premiership. She therefore became the first woman in Bosnia and Herzegovina to assume the post. On 25 January 2023, the House of Representatives approved her cabinet.
Note:
The incumbent pro-Russian Serb President, Mr. Dodik, who has repeatedly said his goal was the secession of the RS from Bosnia and Herzegovina, did not run for the tripartite presidency in 2022. However, he was elected as the President of the RS, succeeding Ms. Cvijanović, the new Serb tripartite President. The opposition parties, which endorsed Ms. Jelena Trivić, demanded a vote recount after alleging irregularities. On 28 October, the election commission confirmed Mr. Dodik’s re-election. Mr. Dodik reiterated his promise about the secession of the RS.
