On 24 January 2022, the army ousted President Roch Kaboré (in power since 2015), suspended the 1991 Constitution, dissolved the government and the 127-member National Assembly and detained several political leaders. The Economic Community of West African States (ECOWAS) and the African Union (AU) suspended Burkina Faso and demanded the immediate release of Mr. Kaboré, a message echoed by the United Nations.
On 31 January, the Patriotic Movement for Safeguard and Restoration (MPSR) issued a "Fundamental Act", which restored parts of the 1991 Constitution. The preamble confirmed the dissolution of the National Assembly and made the MPSR the “central body" that defines and guides security, economic, social and development policy and policy on the restoration of territorial integrity. MPSR leader, Lt. Col. Paul-Henri Sandaogo Damiba, became the country's President and commander-in-chief of the armed forces.
On 8 February, the MPSR established a 15-member committee to "draw up a draft charter and agenda”, together with a proposal for the duration of the transition and implementation modalities.
On 1 March, a national forum on transition adopted a transitional constitutional charter that provides for a 36-month transition period and the formation of a 71-member Transitional Legislative Assembly which will comprise the following representatives:
- Persons designated by the Head of State: 21
- Persons designated by prominent regional stakeholders: 13
- Persons designated by political parties and movements: 8
- Persons designated by the security and defence forces: 16
- Persons designated by civil society organizations: 13
On 21 March, the Transitional President appointed 71 members, including 14 women, to the Transitional Legislative Assembly. The following day, Mr. Aboubacar Toguyeni, a university professor appointed to the Assembly by the Transitional President, was elected as the President of the Assembly.
