About the election

Prime Minister José Ulisses Correia e Silva’s Movement for Democracy (MpD) retained a majority in the 72-member National Assembly, winning 38 seats. This was eight more than the African Party for the Independence of Cabo Verde (PAICV), led by Ms. Janira Hopffer Almada. The 2021 elections were held following three consecutive years of drought and the COVID-19 pandemic. The pandemic severely affected the country’s tourist-driven economy, triggering recession in 2020. During election campaigning, the major parties pledged to provide COVID-19 vaccinations and to diversify the economy.

Other notes on the elections

Note on the gender quota law 68/IX/2019:

- Article 4.1 of Law 68/IX/2019 of 28 November 2019 requires minimum representation of 40% for each of the two sexes on candidate lists for the National Assembly (as well as the Municipal Council and Municipal Assembly).

- Article 4.2 provides for strict alternation between the two sexes on candidate lists.
