Amendments by the Congress of Deputies or the Senate to the General State Budget Bill that involve an increase in appropriations may only be admitted for processing if, in addition to meeting the general requirements, they propose a decrease of the same amount in the same section. Amendments that imply a decrease require the approval of the Government. (Article 133(3)(4) of the Rule of Procedure).
