Notes:

It depends on the nature of the disagreement. If the Head of State has concerns that the provisions of a piece of legislation are in conflict with the Fundamental Law, the Constitutional Court will decide. However, if the Head of State has no such concerns, but otherwise disagrees, he/she may refer the piece of legislation back to Parliament once. In this case, the Parliament shall reconsider the piece of legislation, but the veto of the Head of State has no binding force, the final decision is made by the Parliament.
