Notes:
Legislation may be initiated by the government, members of either house, by organs and bodies so empowered by constitutional law, and by the people by way of a proposal by at least fifty-thousand electors (Articles 70-71, Constitution).
In 2021, one law was initiated by citizens' popular initiative and two laws by the National Council for Economics and Labor (CNEL) -- an advisory body to the Chambers and to the Government.
In 2022, 25 of the 96 laws adopted were legislative decrees.
