About the election

The governing coalition led by Prime Minister Xavier Bettel (see note), in power since 2013, lost its majority in the 60-member Chamber of Deputies. The Christian Social People's Party (CSV), led by Mr. Luc Frieden, remained the largest party in parliament, winning 21 seats. Prime Minister Bettel’s Democratic Party (PD/DP) followed with 14 seats. The number of women increased from 12 in 2018 (20%) to 18 in 2023 (30%). Mr. Bettel resigned as Prime Minister following the election.

On 9 October, Grand Duke Henri invited Mr. Frieden (CSV) to form a government.

The key electoral issues included the environment and combating climate change, a reduction in working hours, housing, and economic and fiscal policies.

Note:

The outgoing government comprised the PD/DP led by Mr. Bettel, the Socialist Workers' Party (POSL/LSAP) led by Health Minister Paulette Lenert, and the Greens (déi gréng), led by Housing and Culture Minister Sam Tanson. Although the PD/DP and POSL/LSAP increased their share of seats in 2023, déi gréng’s share halved, thereby depriving the governing coalition of a majority.
