- considers proposals for laws, other regulations and general acts and other issues related to: freedoms and rights of man and citizen, with special reference to minority rights, implementation of confirmed international acts related to the realization, protection and improvement of these rights; considers and takes positions on petitions of citizens and legal entities related to the exercise of citizens' rights;

- monitors the implementation of documents, measures and activities for the promotion of national, ethnic and other equality, especially in the field of education, health, information, social policy, employment, entrepreneurship, decision-making processes, etc.;

- participates in the preparation and drafting of documents and harmonization of legislation in this area with standards in European legislation; cooperates with appropriate working bodies of other parliaments and non-governmental organizations in this area.

Within its jurisdiction, the Board monitors and evaluates the compliance of the laws of Montenegro with the legal acquis of the European Union and, based on the Government's report, monitors and evaluates the implementation of laws, especially laws that result from obligations harmonized with the law of the European Union.

Notes: In the Committee on Human Rights and Freedoms' 2024 Action Plan, one of the planned activities was the review of the Report of the Working Group of the Council for Human Rights concerning the human rights situation in Montenegro, as part of the Universal Periodic Review (UPR), along with the Action Plan for implementing the related recommendations. However, this activity was not carried out in 2024 and has been included in the Committee's 2025 Action Plan.
