Notes: According to Article 71 of the Constitution, the right to propose adoption of a law is given to every Representative of the Assembly, to the Government of the Republic and to a group of at least 10,000 voters. The initiative for adopting a law may be given to the authorized instances by any citizen, group of citizens, institutions or associations. In this case -- the total number of laws adopted may surpass the total number of laws combined that were initiated by the Parliament and the Executive, alone.

In some countries, the Constitution foresees that legislation adopted by parliament must be signed into law by the Head of State. If so, the Head of State may, for example, have the power to veto the legislation, return it to parliament, or submit it to another body such as a constitutional court.
