The SWAPO Party, which has governed the country since independence in 1990, retained its majority. According to the preliminary results, it won 51 of the 96 seats at stake in the 104-member National Assembly (see note 1), down from 63 seats in 2019. The Independent Patriots for Change (IPC, an opposition party led by Mr. Panduleni Itula, a former member of SWAPO) came second, winning 20 seats. Affirmative Repositioning (AR, led by former Mayor of Windhoek, Mr. Job Amupanda) won seven seats. The largest opposition party in the outgoing legislature, the Popular Democratic Movement (PDM, led by Mr. McHenry Venaani), reduced its share of seats from 16 to five.
In presidential elections held in parallel with the parliamentary polls, the then Vice President Netumbo Nandi-Ndaitwah (SWAPO) was elected as President, thereby becoming the first woman in Namibia to assume the presidency (see note 2). She defeated, amongst others, Mr. Itula (IPC), who rejected the results.
The 2024 elections followed repeated droughts, the COVID-19 pandemic and corruption scandals. The polls were held amid high unemployment and other economic hardships, especially among young people. Polling day was marred by technical problems, such as a shortage of ballot papers and malfunctioning technical equipment. That led the election authorities to extend voting for three days in some polling stations. Several opposition parties claimed the extension was illegal. The IPC said it would challenge the validity of the election in court.
Note 1:
In addition to 96 directly elected members, eight non-voting members are appointed by the President of the Republic.Note 2:
In March 2023, the then President Hage Geingob named Ms. Netumbo Nandi-Ndaitwah as SWAPO's presidential candidate for the 2024 elections. Following Mr. Geingob’s death in February 2024, Vice President Nangolo Mbumba (SWAPO) became the President and Ms. Nandi-Ndaitwah became the Vice President. -
