About the election

Former Prime Minister Patrice Emery Trovoada’s Independent Democratic Alliance (ADI, see note 1) won a majority, taking 30 seats in the 55-member National Assembly. The Sao Tome and Principe Liberation Movement – Social Democratic Party (MLSTP–PSD), led by Prime Minister Jorge Bom Jesus, came second with 18 seats. He claimed the 2022 elections had been marred by numerous irregularities but urged Sao Tomeans to remain calm and wait for the Constitutional Court to validate the poll results. On 3 October, the Constitutional Court confirmed the ADI’s victory.

On 8 November, the newly elected National Assembly held its first session and elected Ms. Celmira Sacramento (ADI) as its new Speaker. On 10 November, President Carlos Vila Nova (ADI) appointed Mr. Trovoada as the Prime Minister. Mr. Trovoada thereby became the first leader of Sao Tome and Principe to be sworn in four times as Prime Minister and Head of Government. Prime Minister Trovoada said he would aim to ensure that 40% of relevant public service positions would be held by women. This was a reference to the Political Parity Law (see note 2).

Note 1:

The ADI emerged as the largest party in the 2018 elections but the MLSTP–PSD, which came second, formed a coalition government with the Democratic Convergence Party – Force for Democratic Change Movement – Union of Democrats for Citizenship and Development (PCD–MDFM–UDD).

Note 2:

On 28 July 2022, the National Assembly approved the Political Parity Law that reserves a minimum of 40% of seats for women in elected bodies and the Cabinet. The law was due to come into effect on 19 November 2022 and thus was not applied to the 2022 parliamentary elections.
