Legislation adopted by parliament requires the assent of the Head of State
In some countries, the Constitution foresees that legislation adopted by parliament must be signed into law by the Head of State. If so, the Head of State may, for example, have the power to veto the legislation, return it to parliament, or submit it to another body such as a constitutional court.

Depending on the circumstance, it can be the Verkhovna Rada or the President.
If a law is vetoed and sent back to the parliament by the President for re-consideration and is again adopted by the Verkhovna Rada by at least a two-thirds vote, the President is obliged to sign it and officially promulgate it within ten days. If the President does not sign within ten days, the law is immediately and officially promulgated by the Chairman of the Verkhovna Rada (Article 94 of the Constitution of Ukraine).
If the President of Ukraine does not return a law to the parliament to be re-considered within 15 days of having received it and has not been signed, the subject of its signing and promulgation is absent, and therefore, the law does not enter into force.
