Notes: Once the members of the Government have been designated by the King, the Head of Government presents and explains to both houses of parliament, meeting in a joint session, the programme he plans to apply. The programme must stipulate the guiding principles of the action the government plans to take in the various sectors of national activity, in particular in the economic, social, environmental, cultural and and foreign affairs arenas. It must be debated by each of the two houses. The debate is followed by a vote in the House of Representatives. The Government is authorized to act once it has obtained the confidence of the House of Representatives, expressed by a vote by an absolute majority of the members of that house in favour of the programme.
