According to Article 14 of the Law on Free Access to Information the public authority may restrict access to information or a part thereof if that is in the interest of the following: 1 ) protection of privacy from disclosure of data envisaged by the law governing the protection of personal data, with exceptions; 2 ) security, defence, foreign, monetary and economic policy of Montenegro, in accordance with the laws regulating the field of data secrecy, which are classified as confidential;
3 ) prevention of investigation and prosecution of criminal offenses, for protection from disclosure of data relating to a series of items; 4 ) performance of official duties, in order to protect from disclosure information relating to specific areas; 5 ) protection of trade and other economic interests from disclosure of data relating to the protection of competition and trade secrets in connection with intellectual property rights.
